A new GOST for individual housing construction has begun to operate in Russia
Today, there is an obvious trend in the country to increase the environmental friendliness of housing under construction. In 2022, the national standard of "green" construction for apartment buildings began to operate in Russia, and from August 1, 2024, a new GOST R 71392-2024 was introduced in the Russian Federation - the standard for "green" individual housing construction. A specialist from the Far Eastern Design Center comments: - Such attention of the state to low–rise construction is quite justified: the individual housing construction market has been showing high growth rates in recent years, according to statistics, according to the results of last year, almost half of the commissioned housing are residential housing facilities. At the same time, this market is not as mature as the multi-apartment construction market, so the emergence of additional tools for self-assessment and confirmation of a certain level of quality of housing under construction is important for both real estate developers and their clients. The standard was developed by the HOUSE.The Russian Federation together with the National Agency for Low-rise and Cottage Construction (NAMICS) within the framework of the roadmap of the Ministry of Construction. The development of a "green" standard for housing and communal services began in 2023. In total, over 100 organizations of the construction industry and the professional community participated in the review of the standard. The document is based on the provisions of the already existing "green" standard for the construction of an ICD, but, at the same time, the new GOST takes into account the specifics of the design and construction of private housing construction. In addition, foreign experience was also used in the development of the document, the international standard LEED was taken into account — the American rating system for "green" buildings, BREEAM — the methodology for assessing the environmental friendliness of buildings developed in Britain. In addition to the requirements for environmental friendliness, much attention is paid in the standard to the issues of energy efficiency of constructed structures. The "green" standard includes the following sections: architecture; environmental safety and site organization; infrastructure; organization and management of construction; comfort and quality of the internal environment; energy efficiency and atmosphere; building engineering; materials and resource efficiency; production and consumption waste. In total, the document provides 45 criteria for evaluating residential housing facilities. Depending on the number of criteria an object meets, it can be assigned one of three categories: bronze, silver or gold. The maximum possible score is 90 points, to get "gold" you need to score at least 63 points, "silver" – from 54 points, "bronze" is awarded in accordance with basic criteria, among which are improved consumption of energy resources and controlled consumption of thermal energy, comfortable living conditions in the house, acoustic comfort, etc. The application of the new GOST, as well as the "green" standard for the MCD, is voluntary. Not only real estate developers, but also manufacturers of house kits will be able to use the standard. Certification for compliance with the standard must be carried out by a special company included in the relevant register of operators.In general, it is expected that the application of this GOST will contribute to improving the quality of housing and communal services and the comfort of living in individual homes. In addition, successful certification for environmental friendliness makes it possible for both the developer and the buyer of such real estate to claim various bonuses. For example, for a developer, this may mean a reduction in the rate by several percentage points as part of escrow financing, and the buyer of the house can get a mortgage loan at a more attractive interest rate.
