The Public Council under the Ministry of Housing and Communal Services of the Khabarovsk Territory monitors the implementation of garbage reform in the region

The implementation of the reform on the treatment of MSW was launched in the Khabarovsk Territory in 2022, as part of the national project "Ecology" initiated by Russian President Vladimir Vladimirovich Putin.
Since the start of the project, extensive work has been done: the waste management cycle has been taken under control, new container sites have appeared, old ones have been modernized, and regional operators for solid municipal waste management have begun their work: in Khabarovsk and the Khabarovsk region. Lazo - LLC "Habavtotrans DV", in the Khabarovsk region - Zenit DV. This year, the number of regional operators will increase.
Currently, regional operators serve 58% of residents of the Khabarovsk Territory, by the end of this year it is expected that this figure will reach 90%.
Given the importance of the garbage reform, the progress of its implementation is under constant control of the Ministry of Housing and Communal Services of the Khabarovsk Territory and the Public Council under the Ministry.

Nikita Bozhok, Deputy Chairman of the Public Council under the Ministry of Housing and Communal Services of the Khabarovsk Territory, comments:
- Garbage reform in the region is in full swing, which is good news. Residents of cities and rural areas of the Khabarovsk Territory note that there are much fewer difficulties with garbage collection and ecology where MSW regoperators are already working.
The reform of the treatment of MSW helped to see the "bottlenecks" and find the optimal solution. One of these problems was the overflow of container sites at a number of addresses due to a shortage of storage devices. For example, in Khabarovsk, these are container sites at 26 Kalarasha Street; Yunost 44, a site in the DOSov area.
The joint efforts of the regional operator and management companies have modernized these sites, replaced old metal containers with modern Euro containers, which, in addition to accommodating 1.5 times more garbage and look much more aesthetically pleasing. This makes it possible to effectively solve the problem of site congestion. In addition, such containers have special devices that make it possible to easily unload them with special vehicles, which has a positive effect on the speed of site maintenance.
Members of the Public Council under the Ministry of Housing and Communal Services of the Khabarovsk Territory, together with employees of the Ministry of Housing and Communal Services of the Territory, regularly participate in detours to check how effectively the task of modernizing container sites is being solved, as well as to assess the condition of installed garbage collectors and the timeliness of solid waste removal.
I would like to note that the practice of using Euro containers has proven itself well in the private sector. Due to the closed structure, there is no risk that animals or birds will encroach on the garbage, which means that there is no need for the costs of organizing closed sites.
In 2022, about 1,800 containers were purchased for the private sector (30 million rubles were allocated as part of the municipal waste management program). Last year, the Khabarovsk city administration received an additional 20 million rubles from the regional budget for these purposes, which made it possible to cover most of the problem areas in the private sector, where there was a shortage of garbage containers. This is really a very important issue, thanks to such measures, the city has become much cleaner and more comfortable.
